XFCE DE Screen with no vertical shrinkage shortly after booting system

This is a reference example screenshot of how the XFCE DE looks shortly after
booting the system since the "pkg upgrade" of 12 October 2019 14:58+000 UTC and
has been since the FreeBSD install of mid July 2019 with no DE shrinkage.

It is still unknown what conditions lead to the XFCE DE shrinkage  since the
"pkg upgrade" of 12 October 2019 14:58+000 UTC.
