Example of reduced application window vertical scroll widget due to XFCE DE
shrinkage - xfce4-terminal

This is the same XFCE session clearly demonstrates the vertical shrinkage of
XFCE session started as attachment for
"20191015-081600+0000-UTC-1571127360-FreeBSD-11.3-STABLE-Bug-XFCE-Bug-FreeBSD-11.3-20191012-1458+0000-UTC-Upgrade-NoDEShrinkage.png".
 Notice how the first character is cut off for each line of the terminal
output.  I have taken screen shots of two other terminals that show the same DE
shrinkage issue that can be added as attachments to this bug is so requested. 
This attachment confirms the XFCE DE shrinkage issue.
