HEADS-UP: RELENG_7_0 created...

In preparation for 7.0-RC1 the release branch, RELENG_7_0, has been
created.  I'll send another message when the 7.0-RC1 builds are done,
this is just to let people who use cvsup updates know about the new
branch.
