BOOTX64.EFI padding

Dear Colleagues,
From reading uefi(8) one can make the conclusion that boot1.efi is
*the* binary which is put to the EFI partition as BOOTx64.efi.
However when I examine the files /boot/boot1.efi and
/mnt/efi/boot/BOOTx64.efi (or BOOTx64.efi from the /boot/boot1.efifat
filesystem image), I see that BOOTx64.efi is first identical to
boot1.efi, but then it's padded with spaces. Why is that?
