installing ports

When I try to use portinstall, this is the error I get:
ETR1800# pkg_add -r portsnap
Error: FTP Unable to get ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-4.9-release/Latest/portsnap.tgz: File unavailable (e.g., file not found, no access)
pkg_add: unable to fetch 'ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-4.9-release/Latest/portsnap.tgz' by URL
ETR1800#
Did I mention that I am a FreeBSD dummy.
