BTW, the numpy master branch (which will become numpy 1.19) doesn't have this
bug. ATM I couldn't build the master branch because our Cython is slightly too
old; numpy master requires 0.29.14 and we have 0.29.13.

Is there any particular reason we're still on numpy 1.16? Otherwise I might try
my hand at updating cython and numpy.
