Yes, that is right, but it is not that bad. ;) MySQL works just fine right now.
If you choose to pick MySQL 8.0 however, it is "broken". The other "but" here:
it is easily fixable by changing the config of MySQL.
So yes, it is kind of broken and kind of usable at the same moment. It is
unsatisfying but not trivial to fix. Especially not with different PHP and
MySQL versions at the same time. Not to mention the really hard stuff around
SSL.

I can give you one, but this would be false by default. I get way fewer
mails/issues/complaints than there are PHP+MySQL installations out there. :D
Over the last years, I was constantly surprised by what issues came up and how
PHP+MySQL is used. But it is nothing I can judge while being fair. For example,
I can name several contacts naming some specific config, which sound rare - but
all of them have a hosting business which hundreds or thousands of clients.
