Dependending on the nature of branch support and dependents, this probably
needs to take the form of:

- A new graphics/opencv4 port, leaving graphics/opencv on 3.x, OR
- Move graphics/opencv to graphics/opencv3, then updating graphics/opencv to
4.x

Note: This port also needs a maintainer (currently unmaintained)
