Why not write a port for perl from FC4?

Are we talking about stored procedures? And maybe about some
auto-compile feature of Oracle (I don't know how it handles this, but I
wouldn't be surprised if you insert C/C++ code as a stored procedure
and Oracle compiles it itself).
