Those are uses of -f for the subcommand. These are documented in the
subcommand man pages, pkg-update(8), pkg-upgrade(8), and so on. They do seem
to be documented there.

These are actually part of the ports-mgmt/pkg port. If those additional pages
do not cover the flags adequately, please respond and this bug report can be
reassigned.
