export jail_testjail1_parameters="allow.raw_sockets=1" is not mentioned
in https://forums.freebsd.org/threads/54365/
But I can confirm that the syntax as
export jail_testjail1_parameters="allow.raw_sockets=1"
works for me.
The last line says:
"Edit: My mistake in using the first option, the poster has a jail named shell, but I confused it
with the shell of the jail."
But it is not clear if that helped to fix the issue or not.
