Reordering the rc.conf manual page

I got no change to my file after these messages:

Found where?  "settings found there" -> "variables set in rc.conf".

If you think it's worth your time.  IMO, it won't help users
much, but it WILL make it look more organized -- a good thing.

Maybe "are defined below."  or "are:"

Whoops; maybe that's not yours.  Oh well.
