Question regarding aic79xx versions

I've got a problem or 2 that I just wanted some confirmation on. I just
had a drive get marked faulty in my Raid1 setup. I replaced the drive no
problems following the Hot Swap instruction in the Linux Raid Howto but
I have a small problem (actaully probably more then 1 :)). I've posted
my setup below. Basically after I did the raidhotadd and all that I
noticed that the Transfers rate of the new drive was still degraded.

Question 1): Is it true that the scsi bus gets rescanned when the echo
"scsi add-single-device 1 0 1 0" > /proc/scsi/scsi is issued? 

If so then I guess I must have some other problem which is causing the
10/MBS detection. (I just read about the seagate firmware issues so I'll
cross that bridge also.)

Question 2): Should I bother trying to update the AIC7xxx module version
or is 1.3.10 stable enough for this configuration? ( I tend to stick to
stock RH or FC kernels.)
