I too was hit by this strange boot UEFI bug.  I've spent hours troubleshooting
it and thought something to do with the video if connected to the PC.  I use
piKVM to see what's going on.  Soon as I disconnect the video it boots
normally.

I am using pfsense with FreeBSD 14.0-CURRENT.  It happened with the previous
version of FreeBSD.

Turns out my fix was update the BIOS on the Dell OptiPlex 7070 to 1.21.0.
Previous version was 1.8.4 as you can see it's over two years old.  I generally
don't update the BIOS unless a serious security concern or a bug.  Apparently
it was a bug that bit me.

I was not able to use the legacy BIOS boot for nvme.  It only works in UEFI.
