Very, very common in the world of US consumer level ISP connections.  
Same root cause for my not being able to have my gateway be an HA pair 
of OpenBSD boxes, as the games played with MAC addresses in support of 
the virtual IP address moving from one box to the other are completely 
incompatible with Cox Cable's notions of what good little customers do.

I will point out that sometimes power cycling the ISP's equipment also 
takes care of the problem.
