Tests that all HTTP/S links from Pod documentation are reachable by calling
the head method of HTTP::Tiny on them. Recommended to put it into your xt
instead of your t directory.

- This port in an indirect new dependency for existing port
devel/p5-Workflow-2.04

- "portlint -AC" is happy.
- "portclippy Makefile" is happy.
- "portfmt -D Makefile" is happy.
- Tested with:

poudriere-git-3.4.99.20250115
perl 5.36.3_2

ssl=base
- built-in perl tests in a clean poudriere jail say: PASS.
