After looking slightly more at this, I realize there used to be a `setup.py`
until commit 2b8a0f just prior to the v6.0.0 tag. That commit is descriptively
titled "build works" and mentions `python -m build` as a further clue.

My guess is that to mean `USE_PYTHON` requires a new value, but that's based on
nothing but speculation.
