Follow-Up here for anyone bumping into this PR: 
Changing the card did not help. The problem persists. It is not likely a
hardware problem.

OT - for those bumping into this thread and wondering what they can use
instead, with FreeBSD 14.2 and a DELL PowerEdge R440:

I swapped it for the more expensive H740P mini, which can be used in HBA mode.
This works. The H740P is driven by mrsas and mrsasutil instead of mpr.

The HBA mode has to be set up in the BIOS/UEFI utility. Note that this is a
"global" setting, not like it used to be before with similar cards.
After setting it up and rebooting the machine completely, the disks will appear
as daX-daY.

Hopefully this mpr bug will be fixed; after all the cheaper controller is good
enough at least for booting.
