[Bug 271582] cron is not picking up schedule from file in /usr/local/etc/cron.d directory unless you touch the file

Could not reproduce this on either 13.2-stable or 13.2-RELEASE.

I tested by creating a trivial test file in /usr/local/etc/cron,d/test, then
rebooting. On both systems the job in the test file was run on schedule after
the system was up again.
