In FreeBSD 13.2, cron scheduler is not picking up file in
/usr/local/etc/cron.d/ that exists prior to cron daemon was started at boot
time. You need to touch the file to change the modified time and then the file
is picked up by cron scheduler. This seems to be a new behavior in Freebsd 13
which wasn't the case in FreeBSD 12.3. 

Were there any changes made in cron that affects this ?
