He could be right.  I don't use vt, but syscons also has a bell setting:
sysctl -d hw.syscons.bell hw.syscons.bell: enable bell

With this set to 1 a ^G in xterm results in a beep.  After setting the
sysctl to 0 a ^G in xterm produces no sound at all.
