Removal of zfs v14 compat code

I think it's probably safe to do it as stable/8 have the compat code,
so it can act as the "milestone" stable branch if people upgrade from
earlier FreeBSD versions.  If you do it, please make sure to mention
it in UPDATING.

This also breaks freebsd-update upgrade from 7.x to 9.x, keep in mind.
 If I would do it I'd wait to a point that getting rid of it is
necessary for some changes.
