Removal of zfs v14 compat code

Hi guys,

do you still see reasons to keep the ZFS v14 compat code in the tree?
I guess we definitely don't need it in HEAD and surely not in stable/9.
The only place where it currently makes any sense is stable/8.

If there are no objections, I will remove it from HEAD and schedule it
for stable/9 MFC.
