Putting together TrustedBSD plans for the FreeBSD 5.x and 6.x branches

FWIW, I added a 'mac' directory under projects.  Although it
should have been trustedbsd.  This holds a really half-assed
todo list and if people want me to remove these files and recommit
to a trustedbsd directory then I will do so.

It is not hooked up to the web build and are still in rev 1.1.
