ACL-enabled cp(1) and mv(1)

It was originally my intent to bring up a public.TrustedBSD.org which
would provide access for third party developers wanting to do interop
tests, etc.  Unfortunately, the rackmount box intended to serve this
function is currently in a non-functioning state several hundred miles
away.  I'll be in Maryland again in a few days, and hope to restore it to
life again then and bring it into service at some point in the next few
weeks.  For the time being, it would run with ACLs, but in the near future
as Capabilities mature, it would run with ACLs and Capabilities.
