	Integrate up to trustedbsd_mac at 39000.  Remove POSIX semaphores
	from MAC kernel.  Note that this is the last submission to the
	MAC branch before the very large integ of that branch at
	39070, which brings in most of the post-5.1 work and will be
	exciting (at best) to integrate.
