Audit include files

Only that we lose commonality with Darwin, but we've already drifted  
away anyway with the directory layouts.

Do we want to have security/audit/audit.h and bsm/audit.h, both of  
which included by the kernel files?

But overall the changes seem appropriate, especially not installing  
kernel private bits.
