MFC r246563, r246564, r246634:
ext2fs: Miscellaneous cleanups and fixes.
make e2fs_maxcontig local and remove tautological check.
Replace redundant EXT2_MIN_BLOCK with EXT2_MIN_BLOCK_SIZE.
Use prototype declarations for function definitions
