I can confirm that this breaks net-im/mastodon (during setup after the
package has been installed).

In Gemfile:
    rails (~> 5.1.0) was resolved to 5.1.2, which depends on
      actionpack (= 5.1.2) was resolved to 5.1.2, which depends on
        rack-test (~> 0.6.3)

Could not find gem 'rack-test (~> 0.6.3)', which is required by gem
'actionpack (= 5.1.2)', in any of the sources.
