Since we use ucl for it, it is not a big problem to switch MANIFEST to a
human readable format. However, that would break compatibility with pkg
1.2 that uses yaml for these purposes. So this will be a subject of
discussion after 1.3 is released.

Compacted manifest is intended to be used by `pkg repo` command that
doesn't care about files. With compact manifest it runs much faster.
