Imagine a situation: user has pre-r460414 version installed, which is, as
you say, can be dysfunctional. How would you force the user to upgrade
the package and thus have them `security/ca_root_nss' installed?

P.S. It really helps not to memorize any rules behind PORTREVISION bump
but just think if it should be bumped in each particular case.
