mail/bayespam: make fetchable
Changes:
- Change MASTER_SITE to BSDforge.org
- Assign MAINTAINERship to reporter
- Remove BROKEN
- Add LICENSE of GPLv2
- Make portlint happy:
- Capitalise start of COMMENT
- Regenerate patches
