>From commit log, it was added to simplify the process of removing texinfo
and groff from base (avoid circular dependencies).  I would assume that
it is just a temporary measure and hope it will die soon.  I do not think
that anyone (or anything) should be using it instead of "normal" make(1)
or gmake(1).
