that sounds fine to me.

* PRs submitted by committers should be manipulated by the committer
(Since the auto-assign is *STILL* busted, please people, don't let the
people doing triage make these assignments that you have the capability
to do.  It's not considerate.)

* That means the remaining perl PRs are submitted by non-committers, so
the next step after triage will be to assign to perl@ unconditionally.
That makes things easier for sure.
