My 2 cents on this is, and always has been, that people (new
contributors, in particular) tend to use the existing markup as a
template for reference on how the document should be formatted. As
such, correcting the existing, badly-formatted markup provides
consistency to new contributors wanting to provide patches, but unsure
of what the "proper style" for these documents is.
