Patch to update x11-wm/xfce4-wm

- Update to 4.12.4
- Sort USES
- Adjust dependencies (reported by QA script)

Note: in DISTNAME variable, I use DISTVERSIONFULL it's consequence of review
D8416 (goal is to simplifiy MASTER_SITES). I think it's smooth transition for
end users.
