update Xorg to 1.19.2 and integrate collective devd enhancements

Here is the current Xorg 1.19 work in progress. There's extra patches due to
the need to run autoreconf on this release. Test both the devd and udev
backends if possible. It may make more sense in the long run to invest our
efforts into libudev-devd as that will benefit Wayland as well as X server. For
the moment, the devd solution will likely yield the best user experience.
