You must specify input driver by hands:
take file
https://sourceforge.net/p/linuxwacom/xf86-input-wacom/ci/master/tree/conf/50-wacom.conf
and replace Driver "wacom" to Driver "evdev"

Or use xf86-input-wacom - it install 50-wacom.conf to
/usr/local/share/X11/xorg.conf.d
