/var/db/fontconfig is declared in /usr/local/etc/fonts/fonts.conf:

    <!-- Font cache directory list -->

      <cachedir>/var/db/fontconfig</cachedir>
      <cachedir prefix="xdg">fontconfig</cachedir>
      <!-- the following element will be removed in the future -->
      <cachedir>~/.fontconfig</cachedir>

You can use /usr/local/etc/fonts/local.conf to put your own settings,
though I don't know if you can revert the cachedir entries by doing so.
