xf86-video-ati is responsible for kldload'ing radeonkms which, in turn,
loads the required firmware. So no, your problem is unexpected.
If you don't load radeonkms and try to start X, what do you see in your
Xorg.log? Could you please post it?

No, Haswell's GPU remains unsupported, unfortuntately.
