x11/xkeyboard-config and -jX build safeness

hi,

in r319055, you've updated xkeyboard-config to version 2.8 and marked in
as make jobs (-jX) unsafe.  then later it was updated to version 2.9, yet
MAKE_JOBS_UNSAFE stayed there.

now, i cannot reproduce the breakage.  do you have the build logs to show
the error?  i'd like to fix them (or just remove MAKE_JOBS_UNSAFE if it's
no longer appropriate).
