XML::Parser is a prerequisite for intltool so your system has some
inconsistences in its package database.  I suggest you try running
"pkg_info -ag" and repair any unexpected errors, as well as validating
/var/db/pkg (this is "portmaster --check-depends" but I'm not sure of
the portupgrade equivalent).  As a minimum, I suggest you reinstall
p5-XML-Parser-2.40 and intltool-0.41.1.

If the problems persist, please upload the complete build log from
p5-XML-Parser-2.40, intltool-0.41.1 and x11/xkeyboard-config, as
well as your portupgrade configuration and /etc/make.conf to a site
like pastebin and then report the problem, with a link to your logs,
to freebsd-ports
