building compiz-fusion xml files from xml.in files

Got 6.0 working last Thursday or Friday.  Dropped in with little pain and it 
works well expect for the emerald crashes.

I was trying to build from git so I could try 3d and atlantis.  Not sure if it 
can be a patch to 6.0 as there appears to be an API change.
