Newb Issues with portupgrade & xorg

Disclaimer: I read /usr/ports/UPDATING (I swear!)
To summarize. It would be a great idea to add to add portupgrade-devel
to i386/packages-5.5-release/latest/ so people with that version can
finish the instructions in /usr/ports/UPDATING for xorg. I am sure I
committed all kinds of crimes against logic and process here, but I did
make an honest attempt to read everything.
It's a brand new install of FreeBSD 5.5. The
i386/packages-5.5-release/latest/ does NOT have the latest portupgrade
or portupgrade-devel or the port-mgmt folder for that matter. So
pkg_add -r cannot be used to fix issues. Installing using the port is
NOT an option as I get the error:
"On FreeBSD before 6.2 ports system unfortunately cannot set default
X11BASE by itself so please help it a bit by setting
X11BASE=3D${LOCALBASE} in make.conf.
On the other hand, if you do wish to use non-default X11BASE, please set
variable USE_NONDEFAULT_X11BASE."
Which of course is what I am trying to fix, but I cannot fix without
first installing the new version of portupgrade, which I can't install
installing using pkg_add -r, and it's not easy to find, specially for
stupid newbs like me, even newbs who try and read documentation.
I finally got portupgrade-devel from "ftp
ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-stable/ports-mgmt/
portupgrade-devel-2.3.0_5.tbz"
This is a brand new install of FreeBSD 55
(FreeBSD FreeBSD55_3.COMPANYNAME 5.5-RELEASE FreeBSD 5.5-RELEASE #0:

Its on a VMware server. Not sure what else I should say re
architecture.

I updated my ports collection (I ran cvsup -g -L 2 supfile (which has
ports-all), that ran and finished properly).

seeing me do id10t stuff such as trying to install a port with pkg_add
....
