6.9.0, the wheel scroll behaves diff?

Oh btw, there is no problem with scroll down, which it stays normal (no  
click). This problem exists in any WM such as Fluxbox and GNOME 2.12.x.  
Trying to fill out more info as such as I can. ;-)
