urtwn: firmware not loading in 11.0 and CURRENT, possible regression from 10.3?

Hi all,

I've been having some trouble getting a TP-Link TL-WN725N v2 working with FreeBSD 11. I've at least gotten it recognized in 10.3, but it doesn't seem to load the firmware in later versions. I've tested 11.0-RC1, 11.0-RC2, an older copy of 11.0-ALPHA1 and the latest CURRENT snapshot (r303880). The ALPHA1 test was on a Beaglebone Black, while the other tests were all done on a Raspberry Pi B+.
