ath: tx-rate stops adapting after a while

compared to:

and the first thing I noticed are lower RSSI values.. around -4 for each
station but not for those sitting next to the device (~= 36).  A quick
(and flawed) benchmark didn't show any changes, though.

Let's wait and see what happens. :>
