There's at least a workaround to make non-english keyboards work:

In the bhyve client configure the keyboard to your locale, e.g. de, jp, ...

On the host running the VNC client change your keyboard setting to "us" e.g.
"setxkbmap us".

Then connect using TigerVNC or probably other clients. Inside the VNC client
all keys e.g. German umlauts should work normally.
