Proposed patch to reserve io sapce 0xf8000000 - 0xf87fffff on HyperV

This patch is for test. It reserves 8MB mmio space from 0xf8000000 from being
used by any other PCI devices on HyperV. I would expect it succeeds on Gen2 VM
and fails on Gen1 VM.
