I tried it with net.link.ifqmaxlen set to 128, and it does not appear to change
the behaviour.

That one is a tunable, so a reboot was required after adding it to
boot/loader.conf.
I also included setting maxfragsperpacket in loader.conf so that I don't forget
to change it again.  :)
